"Minor Change" Process Does Not Apply to a 55-Year Extension

On February 22 of this year, the Department of Water Resources (DWR) submitted a Petition for Change to the water rights permits for the Delta Conveyance Project (DCP). Wrongly classified as a “Minor Change”, DWR requests a 55-year extension of the deadline to complete the project.

On September 4, 2024, C-WIN submitted a letter of protest and signed on to a group letter of protest opposing this change request and explaining why it is illegal.
